Zhejiang Packaging Federation (formerly known as Zhejiang Packaging Technology Association) was established in September 1993. It is a social organization composed of packaging industry, enterprises, institutions, corporate legal persons and packaging workers in the province. The purpose of the federation is to hold high the great banner of socialism with Chinese characteristics, adhere to the guidance of Deng Xiaoping Theory and the important thinking of the "Three Represents", and fully implement the scientific development concept. The Federation abides by the Constitution, laws, regulations and policies of the People’s Republic of China, adheres to market orientation, standardizes operations, establishes and improves industry coordination and self-discipline mechanisms, maintains fair competition, and advocates honest operation; adheres to the strategy of “revitalizing packaging with technology” to promote Technological innovation projects promote the sustained, rapid and healthy development of the packaging industry.

Zhejiang Baolian has 5 professional committees, including experts, paper packaging, packaging equipment and machinery, intellectual property, and new youth, and the "Packaging World" magazine. In the province, 11 regions including Hangzhou, Ningbo, Wenzhou and some key counties and cities have also established municipal packaging technology associations, forming a provincial packaging industry management contact network.
